Sir Marni Caluya Marcos Jr.: A multi-awarded Police General

This bemedaled Police General, for sure, is a future “Most Outstanding Laoageño” in the field of Internal Security.

He deserves it.

At 55 years old, he is one among the eight 3-Star Generals of the Philippine National Police, next only to PNP Chief, POLICE GENERAL GUILLERMO ELEAZAR.

The man in the spotlight we’re referring to is P/LTGEN MARNI CALUYA MARCOS JR. who was promoted to his present rank last April, 2021. His confirmation by the Commission on Appointments didn’t encounter any difficulty because of his exemplary Police and Military Records.

Sir Marni was born on April 22, 1966 and the youngest among seven siblings to proud parents Mr. Mariano Marcos and Mrs. Maria Trinidad Marcos of Barangay 27, Laoag City.

A proud product of the public school system, he obtained his early education at the Laoag Gabaldon Elementary School where he graduated as Valedictorian in 1979 and his secondary education at Mariano Marcos State University Laboratory High School in 1983.

His military and police career started when he passed the entrance examination of the Philippine Military Academy. He belongs to PMA Class “Maringal” of 1988. During his first year in service, he became a member of the Philippine Constabulary and served as a Platoon Leader of the 461st PC Co., Sulu Constabulary Command.

With the implementation of the 1987 Philippine Constitution, he opted to join the Philippine National Police. As a Junior Police Officer, he was assigned at the Regional Headquarters and different units in PRO 9. In 1989, he served in PRO 7 as Company Commander of 1st Special Action Company, Regional Special Action Force; Chief of Police in Consolacion, Cebu; Operations and Intelligence Officer of Highway Patrol Group; and as a Division Chief, Regional Operations Division. His career continued to soar high in 1998 when he headed the Civil Security Group as the Chief, Explosives Division of Firearms and Explosives Division.

He joined the PNP Finance Service beginning in 2001 as Chief of RFSO 4A; Chief, RFSO 13; Chief RFSO 3, and Regional Police Office Comptroller of PRO’s 10 and PRO 8, respec-tively.

His passion and dedication to serving the PNP organization were further realized when he was appointed as the Provincial Director of Southern Leyte Province, in Region 8.

His in-depth style, unwavering commitment to his craft, and indispensable contribution to the PNP policy-making efforts were attributed to his mandatory training in Public Safety Senior Executive Course and Police Intelligence Officers Basic and Advance Course. He honed his skills through international training at the “ASEAN Cyber Capacity Development Project” in Singapore; “Countermeasures Against Cybercrime” in Tokyo, Japan; Cybercrime Prevention Seminars in Lyon, France; and other equally important related trainings in Bali, Indonesia; Kuala Lumpur, Malaysia; and Taipei, Taiwan.

His relentless effort and invaluable support to the Philippine National Police earned him numerous awards and recognitions such as “Best Senior Officer of Finance Service in 2012”, and as a resource speaker on a case of Airline Ticket Hacking in Pittsburgh, Pennsylvania, USA. He was part of the PNP Team who attended the high-level visit and meeting with the United Kingdom National Crime Agency in London on March 1-9, 2019 to enhance the capacity and capability building of the WCPC and ACG to combat Online Sexual Exploitation of Children (OSEC) and Cybercrime. It was in UK NCA, where he showcased the PNP ACG’s Accomplishments and Cybercrime Capability which in turn, paved the way for significant donations of digital forensic tools and equipment and training opportunities to ACG.

On January 20, 2017, he was appointed as the Director of the Philippine National Police Anti-Cybercrime Group where he got his 1st Star Rank as Police Brigadier General making him the first Police General to handle the said unit. During his leadership as ACG Director, successful operations were conducted which catapulted ACG to greater heights, among these were:
-The arrest of 151 Chinese Telecom Fraudsters in Ilocos Sur and Las Piñas City, in which he received a Special Commendation from the National Police Commission for the successful operation;
-The crackdown on a Multi-Million Dollar Investment Scam victimizing foreigners from Australia, South Africa, and other parts of the world in which eight (8) Israeli Nationals and 487 Filipinos were nabbed during Simultaneous Operations in several areas in Clark Freeport Zone, Pampanga; and
-The arrest of 25 Chinese Nationals for Telecom Fraud in an operation conducted in Dingras, Ilocos Norte.
He also holds a Master’s Degree in Public Administration and a Third Level Eligibility or Career Executive Service Eligibility (CESE) granted by the Civil Service Commission.

On May 27, 2019, he was designated as the 22nd Regional Director of PRO ARMM and was considered as the 1st Regional Director of Police Regional Office Bangsamoro Autonomous Region when the region was renamed through Republic Act No. 11054, otherwise known as “Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao” and pursuant to NAPOLCOM Resolution No. 2019-634 dated September 4, 2019. Among the accomplishments of PRO BAR under his leadership include:
-The arrest of 129 Persons in Anti-illegal Drug Operations and the confiscation of 5 kilos of shabu.
-The arrest of 11 Wanted Persons and 3 Most Wanted Persons in line with LOI 03-11 “Manhunt Charlie” particularly those involved in the celebrated Maguindanao Massacre.
-The arrest of 203 Individuals with different filed cases and Neutralization of 5 Persons which includes Alip Unto Kitab, a well-known Criminal Gang Member in Cotabato City.

Significantly, the Bangsamoro Autonomous Region had a significant decrease of 23.85% in Crime Statistics during his leadership as its first Regional Director.

After his stint in PRO BAR, he assumed as the Director for Comptrollership helping the Chief, PNP and the Command Group manage its resources amidst the trying times brought about by the COVID-19 pandemic. It was then that he earned his Two-Star Rank as Police Major General.

Subsequently, he was designated as the Director for Investigation and Detective Management Division as a member of the PNP’s Directorial Staff and Quad Staff. He supervised and managed the investigative services of the PNP composed of: Criminal Investigation and Detection Group (CIDG), Anti-Cybercrime Group (ACG), Crime Laboratory (CL) and the Women and Children Protection Center (WCPC).

His feat as the Director for Integrated Police Operations in Eastern Mindanao impressed the PNP hierarchy, hence, he was promoted to Three-Star General.

To sum it up, as a genuine Ilocano ranking general, he is second to none in police and military service Awards, Decorations and Commendations such as Medalya ng Katangi-tanging Gawa, Medalya ng Kasanayan and Papuri; Medalya ng Pambihirang Paglilingkod and Medalya ng Kadakilaan, among others.

A loving husband and a doting father, a generous and God-fearing, Sir Marni is happily married to Dr. EVELYN MARCOS with whom they are blessed with two children, Mariano III and Megan, both successful professionals in their own chosen fields.

Indeed, P/LTGEN. MARNI C. MARCOS JR. is a Great Leader, a Friend, and a Man of Service.(Mar Guieb)
