Manotoc’s dream is for Ilocos Norte to host the Ilocos region sports meet.

It’s no joke, maybe two-year preparation to upgrade all sports facilities here is needed to qualify for it.

Surely, hosting the event would be a gargantuan task for PGIN and DepEd.

Sangguniang Panglalawigan member Ria Fariñas interpellated her colleague SPm Toto Lazo over the proposed appropriation ordinance on the nearly P900 million tobacco excise tax share of the province of Ilocos Norte for 2014-2015.

The lone opposition in the provincial legislative body, Bokal Ria is perceived as always meticulous when it comes to spending the multi-million-peso tobacco fund solely intended for the general welfare of the Ilocano farmers.

Bokal Lazo cut short the interpellation by Bokal Ria stating he (SPm Toto) didn’t want any “repetition of irregularity.” Of course, never again if Attorney Toto meant fund mess.

Aside from the eagle-eye of COA, every Tom, Dick, and Harry has now become too inquisitive about the spending of any public fund for the sake of good governance.
