PD Chan relieved; Labador is OIC

CAMP JUAN, Laoag City, Dec. 28—Camp Crame’s higher authorities have ordered the relief of Ilocos Norte police provincial director Senior Supt. Marlou Chan effective Dec. 27 after he served the province for more than two years.

Chan was immediately reassigned in Pangasinan where he will also serve as officer in charge of the provincial police office there.

He said he was saddened of his transfer and he thanked Gov. Imee Marcos and the people of Ilocos Norte for the trust and confidence on his leadership during his two-year stint in the province.

In a press interview, he told newsmen that he replaced Senior Supt. Manolito Labador, who was earlier designated as OIC police provincial director of Pangasinan last Dec. 21.

He said, however, that Labador was instantly pulled out from Pangasinan and reassigned in Ilocos Norte to replace him as OIC police provincial director of Ilocos Norte.

He described their swapping as part of the routinary reshuffle by the Philippine National Police hierarchy.

Labador may not stay long and be named as police provincial director of Ilocos Norte because he is over qualified for the level of PD position, he said. At present, Labador is the concurrent deputy regional director for operations and he is due for promotion to occupy a higher post in the PNP, Chan explained.

While Labador serves, in the meantime, as OIC PD of Ilocos Norte, Gov. Imee Marcos will choose in the next few days at least three nominees for the PD post to be submitted to her by the PNP higher ups, Chan added. The next PD will serve for two years in the province, which is the authorized period of tour of duty for police provincial director.

At press time, the names of nominees being floated are certain Colonels Taylan, Ralleta and Dumaguing. Their rank is unsure whether Senior Superintendent or Superintendent.(jun r. guiang)
