MARCOS, Ilocos Norte, April 21–Samuel Eugenio was handcuffed by police after he quarreled with his nephew in Brgy. Escoda, this town. Lawmen nabbed him not for the brawl but for another criminal offense– a frustrated murder. Arresting officers said Eugenio, 44, farmer, had a long overdue arrest warrant in connection with the aborted slay charges filed against him by his wife last year. He allegedly hacked her during a tiff. He went into hiding to elude arrest.
