Quilala and MTCC Judge Myra Sheila Nalupta, cuts the ceremonial ribbon held at the ground of Marcos Hall of Justice in Laoag City formally opening the conduct of the “Justice on Wheel,” a Supreme Court project started in 2004 that “aims to bring justice closer to the poor by providing on-the-spot fast and free dispute resolution services–adjudication, mediation and conciliation.” The Justice on Wheel has two buses–one serves as a court room and the other bus as a mediation chamber.
